lead applicant.

We are Blue Horizon, a for-profit housing developer. We operate eleven occupied homes in Castle Rock and propose to add up to 50 more, in phases. Washington Housing Trust Fund, HOME, and the National Housing Trust Fund all require an eligible nonprofit, tribal, or public agency to apply — a for-profit developer cannot. We don't have that partner yet, and this page is a direct, honest pitch for it.

What the role involves

  • Sign and submit the application to Washington HTF, HOME, National HTF or a comparable program, as the applicant of record.
  • Hold the funder relationship. Compliance reporting, covenant monitoring and audits run through your organization for the life of the affordability term — up to 60 years.
  • Set the terms with us. Your board reviews and approves our development-management contract and compensation independently — we do not set our own terms unchecked.
  • Stay engaged, not just on paper. This is a governance role with real ongoing obligations, not a one-time signature.

What we bring

  • An operating community. Eleven homes, 100% occupied, self-managed since June 2026.
  • Site control. We own the land the expansion would sit on.
  • Development management. Factory sourcing, construction coordination, and long-term operations, under a written contract at disclosed compensation.
  • Diligence material, ready now. Title, rent roll, operating statements, HAP contracts, and entity documents.

What we're asking for

  • Lead applicant status. Your organization applies; we do not.
  • Board authorization to take on that role, made with full knowledge of who we are and what we propose to be paid.
  • Independent approval of our related-party development contract and compensation — reviewed and negotiated at arm's length, not rubber-stamped.
  • Compliance capacity for the life of the affordability covenant, up to 60 years — staffing and systems that outlast any one grant cycle.

Who we are, plainly

Blue Horizon Estates Camelot, LLC is a for-profit housing developer. It is not a 501(c)(3), has no IRS determination letter, and does not solicit charitable contributions.

If your organization takes on lead applicant status, our role — development management, factory sourcing, construction coordination, and long-term operations — would run under a written contract, at compensation disclosed to and independently approved by your board. We do not propose to set our own terms.

An honest invitation

If this isn't a fit for your organization, tell us why — that's useful too. If your board would need something specific to say yes, tell us what, and we'll try to produce it. We'd rather hear early, informal feedback now than a form rejection after a submission deadline.
